Actions against the rights of women and LGBTQIA+ – from the discourse to the actions of the federal government.
Even before taking office in 2018, Bolsonaro raised flags against feminist and LGBT+ agendas.. Two episodes became emblematic of his misogynistic behavior and opinions. In December 2014, he stated that Maria do Rosário (congresswoman from the Workers Party) “didn’t deserve to be raped”. And later, in April 2017, he affirmed that his daughter was the result of a “weak moment” – suggesting that, had he not had this weakness, would a boy be born.
After taking office, Jair Bolsonaro maintained the same behavior. The Emergency Agenda registered 16 public statements of federal government authorities directed at offending women and LGBT+ people for their condition as a minority. The events are organized in a timeline, and illustrate the progression of insults and prejudiced speeches, which resulted in complaints against Bolsonaro in the United Nations (UN) and against the Federal Government in the Federal Justice.
However, the current scenario in the federal government transcends speeches. In 2019 and 2020, several measures diminished the participation space of sexual and gender minorities in the government. They also altered guidelines and strategic actions in human rights, especially in the school, environment, cultural scene, international relations, and in the sexual and reproductive health arena. The following series of events provide, therefore, a diagnosis of the institutional regression, and the destruction of public policies for diversity. The timeline also registers the creation of new mechanisms to fight the so-called “gender ideology” and promote core Christian values, such as nuclear and heterosexual families, the protection of life “since conception”, and sexual abstinence.
